China and the European Union have reached a new agreement aiming to regulate the export of hybrid vehicles from China to Europe, a move that could push Chinese automakers to increase their manufacturing footprint within Europe. The agreement arrives as Chinese car exports surge, intensifying competition in the European automotive market.
In the first half of 2026, Chinese hybrid vehicle exports to the EU soared to $7.5 billion, a significant jump from $2.5 billion during the same timeframe in 2025. This increase is partly due to additional EU tariffs imposed on fully electric vehicles from China in 2024, from which hybrid models were exempt. Chinese manufacturers such as BYD, SAIC, and Chery have capitalized on the growing demand for hybrids, which offer a blend of electric and conventional powertrains, posing a challenge to established European brands like Volkswagen.
While the specifics of the agreement, including possible import quotas and implementation guidelines, are still under discussion, Chinese officials assert that it will allow exports to continue rising. However, EU representatives anticipate that the deal will gradually reduce the number of imported vehicles.
Industry leaders have embraced the agreement as a means to avoid escalating trade disputes. Changan, in particular, has suggested that local production could help Chinese manufacturers sustain their market access in Europe, with plans to enhance regional manufacturing capabilities already underway.
Analysts suggest that this development could lead to an increased presence of Chinese factories in Europe. While major companies might manage the costs of such expansions, smaller firms could struggle with the financial demands of establishing a European base.
Though the deal might alleviate immediate concerns about tariffs, uncertainty lingers regarding future import restrictions. The long-term effects will hinge on the finalized rules and the strategic adjustments made by both Chinese and European manufacturers in terms of pricing, production, and market positioning.
